Nacionales.- Lima. La propuesta del gobierno es el empoderamiento de las juntas de usuarios del País muy venida a menos con serios problemas administrativos en su organización y composición. La propuesta del gobierno trasciende en los cambios de la Ley N° 30157 buscan fortalecer el papel de las juntas de usuarios con el fin de mejorar el cumplimiento de sus funciones en su calidad de operadores de la infraestructura hidráulica y promotores de las actividades para el desarrollo agrario en el contexto de la política de la agricultura familiar.
Sostuvo que las juntas de usuarios desempeñan un papel fundamental en ese compromiso, pues asumen una labor estratégica dentro del uso y conservación del agua y la gestión de este recurso fundamental para el desarrollo agrario. En la cita, resaltó el gran aporte económico que la agricultura representa para el sistema económico del país, mediante las divisas que ingresan al país como parte de las actividades de la agro exportación y que contribuyen de manera significativa en la inversión de grandes proyectos de infraestructura.
Sin embargo, refirió, existen sectores de la agricultura que han sido relegados por décadas, pero la actual gestión gubernamental está comprometida en darle una atención prioritaria. Por tal motivo, se está otorgando mayor soporte y presupuesto para la agricultura familiar, agregó. Sostuvo que las juntas de usuarios desempeñan un papel fundamental en ese compromiso, pues asumen una labor estratégica dentro del uso y conservación del agua y la gestión de este recurso fundamental para el desarrollo agrario.
El presidente Vizcarra destacó que el trabajo conjunto que el Gobierno realice con estas organizaciones impulsará el crecimiento de los sectores más vulnerables del agro. Tenemos que estar en permanente contacto con el actor principal de la agricultura. Como Estado, estamos para trabajar con ustedes, para brindarles soporte, apoyo, pues los principales artífices de los resultados de la agricultura son ustedes. No vamos a obtener resultados exitosos si no trabajamos juntos. El Jefe de Estado subrayó que entre los acuerdos alcanzados en el encuentro figura modificar la Ley Nº 30157, Ley de Organizaciones de Usuarios de Agua.
Los cambios en la Ley N° 30157 buscan fortalecer el papel de las juntas de usuarios con el fin de mejorar el cumplimiento de sus funciones en su calidad de operadores de la infraestructura hidráulica y promotores de las actividades para el desarrollo agrario en el contexto de la política de la agricultura familiar.
El presidente Martín Vizcarra explicó que se planteará una propuesta legal al nuevo Congreso para modificar la actual normativa que limita el trabajo de estas organizaciones. La iniciativa legal busca modernizar su nivel de operatividad y alcanzar una herramienta para trabajar de manera más efectiva, sobre todo ante los nuevos escenarios que se generan por el cambio climático. El Dignatario destacó también el importante papel de la mujer en el campo y en el desarrollo de la agricultura familiar y nacional.
