Reporte.- El titular de ese grupo de trabajo legislativo, hizo su exposición durante la sesión que contó con la asistencia de 107 congresistas y la presidenta del Consejo de Ministros, Betssy Chávez, quien estuvo acompañada de los integrante de su gabinete ministerial, a excepción del ministro de Economía y Finanzas (MEF), Kurt Burneo Farfán, quien lo hizo en forma virtual, por motivos de salud.

Antes, Luna Gálvez señaló que la Constitución, corroborado por el Tribunal Constitucional, otorga preeminencia al Congreso en materia presupuestal, y le corresponde a este Poder del Estado aprobar el Presupuesto de la República, en representación del pueblo, el que tiene la última decisión, al determinar cómo se distribuyen los montos y la asignación de las partidas, que en definitiva son recursos del pueblo.

En consecuencia, la iniciativa legislativa en materia presupuestal es una competencia exclusiva y excluyente del Poder Ejecutivo, pero el Congreso de la República posee competencias originarias para tramitar, debatir y aprobar la ley anual de presupuesto, dijo. Frente a la posición del MEF de la existencia de un desequilibrio fiscal y que el Congreso ha utilizado mil 164 millones de la reserva de contingencia la que está totalmente comprometida Luna Gálvez negó esta aseveración.

LEY DE PRESUPUESTO

La propuesta del Poder Legislativo plantea la aprobación de un presupuesto ascendente S/ 214 790 274 052,00 (doscientos catorce mil setecientos noventa millones doscientos setenta y cuatro mil cincuenta y dos y 00/100 soles), que comprende los créditos presupuestarios máximos correspondientes a los pliegos del Gobierno Nacional, gobiernos regionales y gobiernos locales.

Luna Gálvez indicó que el proyecto contempla un crecimiento nominal de 17 mil 788 millones, equivalente a un incremento de 9% respecto al presupuesto del año 2022 por niveles de gobierno.

LEY DE ENDEUDAMIENTO

El dictamen de la Comisión de Presupuesto autoriza al Gobierno Nacional acordar operaciones de endeudamiento externo hasta por un monto equivalente a 2,508 millones 400 mil dólares americanos destinados a sectores económicos y sociales; apoyo a la balanza de pagos.

Igualmente, operaciones de endeudamiento interno hasta por un monto que no exceda los 22 mil 782 millones 148 mil 226 soles, para sectores económicos sociales; apoyo a la balanza de pagos, defensa nacional y Bonos ONP.

Entre otros aspectos, se faculta al Gobierno Nacional a otorgar o contratar garantías para respaldar las obligaciones derivadas de los procesos de promoción de la inversión privada mediante Asociaciones Público Privadas, hasta por un monto que no exceda los siete millones 910 mil 502 dos dólares americanos; y la emisión de bonos hasta por 20 mil 669 millones de soles.

EQUILIBRIO FINANCIERO

Luna Gálvez indicó que los recursos estimados que financian los créditos presupuestarios aprobados en la Ley de Presupuesto del Sector Público para el Año Fiscal 2023 para los pliegos presupuestarios del Gobierno Nacional, los Gobiernos Regionales y los Gobiernos Locales, ascienden al monto de S/ 214 mil 790 millones 274 mil soles, que provienen de recursos ordinarios, directamente recaudados, de operaciones oficiales de crédito; de donaciones y transferencias; y recursos determinados.
