Internacionales.- Guatemala. El presidente del Congreso de Guatemala, Allan Rodríguez, aseguró que no permitirá injerencia de ningún tipo y que no tolerará ningún tipo de recomendaciones o presiones, para modificar una polémica reforma a la Ley de Organizaciones No Gubernamentales (ONG), ante la insistencia de Estados Unidos.
Rodríguez esgrimió que respeta todo lo que digan los países aliados y países amigos, pero enfatizó que no vamos a permitir injerencia de ningún tipo de recomendaciones o presiones. No las vamos a tolerar. El presidente del Legislativo que se estrenó en el Congreso el pasado 14 de enero como integrante de la bancada oficialista agregó que los órganos de Guatemala serán los que decidirán qué pasará con la ley.
Mensaje de Washington
El subsecretario interino de Estado para Asuntos del Hemisferio Occidental de EE.UU., Michael Kozak que visitó Guatemala el 8 de febrero, aseguró que la iniciativa impone requisitos onerosos a las ONG que desempeñan un papel clave en las democracias funcionales y ayudan a fortalecer las instituciones democráticas.
Pero el presidente del Congreso consideró que la reforma va en beneficio de transparentar y fiscalizar las ONGs, por lo que, a su criterio, la ley debe permanecer vigente. La iniciativa, nacida en 2017 con el anterior período legislativo, ordena el control de las organizaciones no gubernamentales en el país y su fiscalización aun cuando no manejen fondos públicos, entre otras medidas.
La Oficina del Alto Comisionado para los Derechos Humanos de las Naciones Unidas (OACNUDH) en Guatemala manifestó sus reservas con respecto a la nueva normativa al apostillar que la ley podría afectar a la libertad de asociación, reunión y expresión, así como los espacios democráticos para la sociedad civil organizada.
